Error popup message does not always show

Description

When you have an error in a field and it should display an error as a tooltip-like popup message, it displays it a bit sporadically so that it doesn't always show when you move the pointer over the field and sometimes not at all.

Problem exists at least in Linux/FireFox 3 in Toolkit trunk.
