Force IE8 to render Toolkit in compatibility mode

Description

Either GWT or Toolkit doesn't work properly in IE8. But in any case, we should force IE8 to render Toolkit applications in compatibility mode until we can make Toolkit work properly in IE8 standards mode.

Forcing the compatibility mode should be possible with a special meta-tag.
