ComboBox (IFilterSelect): empty dropdown still allows pages to be navigated

Description

Type anything in the combobox and then try to change page either by using the mouse (click the arrow buttons) or by keyboard (arrow keys), and the page index indicator updates.

Pressing up arrow while an empty dropdown is showing causes an IndexOutOfBoundException? as well.
